Google Play Level Up links service fee reductions to program compliance
Google’s March 4 Play Store overhaul ties Level Up participation to lower service fees. The July and November 2026 integration milestones are unchanged and now carry direct fee implications.
Google restructured Play Store service fees on March 4, making Level Up participation the mechanism for accessing reduced rates. The July 31 and November 30 integration deadlines were not changed. Developers who meet those milestones will be positioned for lower fees when they take effect later this year; developers who don’t will pay standard rates.
The fee structure
The new model separates billing fees from service fees. Developers using Google Play Billing pay a 5% billing fee on top of service fees. The service fee depends on Level Up enrollment status:
Level Up participants: 15% on new-install non-recurring IAP, 20% on existing-install non-recurring IAP, 10% on subscriptions.
Standard (non-participant): 20% on new-install non-recurring IAP, 25% on existing-install non-recurring IAP, 10% on subscriptions.
Subscriptions are unaffected by Level Up status. The first $1M in annual revenue and subscription renewals after the first year qualify for 10% regardless.
These rates apply to gross revenue net of refunds. Developers using alternative billing pay no billing fee on top of the service fee.
Rollout timeline
The fee changes go live on June 30, 2026 in the EEA, UK, and US. Australia follows September 30, 2026. Korea and Japan on December 31, 2026. All other markets on September 30, 2027. The revamped Level Up program itself launches by September 30, 2026 for EEA, UK, US, and Australia.
The full package is contingent on court approval — Judge Donato is scheduled to hear the matter on April 9, 2026.
What changes and what doesn’t
The current program milestones are unchanged:
By July 31, 2026: Integrate Play Games Sidekick and implement achievements via Play Games Services v2 (minimum 10 achievements, at least 4 reachable within the first hour of play).
By November 30, 2026: Implement cloud save for cross-device progress sync. If your game already uses an in-house or third-party cloud save solution, this requirement is already met.
Google has confirmed that additional requirements are coming with the revamp but has not published them. What is known: existing milestone work will count — the new requirements are additive, not a replacement. Google plans to share details in the coming months; Google I/O in May is the most likely venue.
Games launching between September 2025 and August 2026 can request milestone deadline extensions via the form linked in the program documentation.
What to do now
Sidekick testing is now available in Play Console without waiting for the broader rollout. Enable it under your game’s listing to preview how achievements, streaks, Play Points coupons, and AI-generated game tips will appear to players. Complete testing and push to production before July 31 to maintain enrollment.
If you haven’t started PGS achievements integration, start now. The July deadline is 15 weeks out.

All games on Google Play are enrolled in Level Up until July 31, 2026. After that date, games that have not integrated Play Games Sidekick and PGS v2 achievements lose access to Play Points offers, the 34 GB APK size limit, Play Store collections and campaigns consideration, and access to the “You” tab and Sidekick. The requirements break across three deadlines:
